Spot the difference

Taken yesterday, 5:30 pm, a few hours before Typhoon Chanchu was supposed to arrive and envelop Hong Kong with pouring rain and gusty winds.

Taken today, 10:30 am, when Typhoon Chanchu is supposed to have arrived and should have been enveloping Hong Kong with pouring rain and gusty winds.

I know that Hong Kong is supposed to be a very dynamic country and things are supposed to change faster than expected. Heck, I just never expected the weather to be part of that.
