It looks like Katie Holmes is checking out the clothes of the neighboring Plains and Prints billboard. And while she's checking it out, it appears as if she really, really, REALLY likes the clothes and wants to buy them.
Whoever chose this shot of Katie clearly didn't expect it would come out like this.
